The Bureau of Reclamation plans to procure three high-precision amplifier aided current transformers (CTs) from JAMB Industries through a sole source negotiation under FAR 13.106-1(b), believing they are the only responsible source able to meet the agency’s specific requirements. These CTs will be used by the Hydroelectric Research and Technical Services Group to calibrate generator CTs at the Grand Coulee plant. The unique nature of this procurement stems from the fact that the high precision CTs must fit around the permanently installed plant CTs, requiring precise specifications such as a 10-inch inner diameter window, 16 inches or less outer diameter, weight of 20 pounds or less, rated current of 6000 amps at 60 Hz, accuracy of +/- 0.02 percent, and a phase error of +/- 3 minutes. These units must also operate within a temperature range of 10 to 40 degrees Celsius and include a calibration certificate traceable to a nationally recognized standard. The Government invites other firms capable of providing the required supplies to submit detailed written notifications within six days of the notice’s publication, indicating their ability to fulfill these requirements along with business size classification. This will help determine whether to proceed with a competitive procurement. Responses will be reviewed strictly to assess potential competition, with the final decision to forgo competition resting solely with the Government. Inquiries and responses must be directed via e-mail, adhering to the specified deadline and providing sufficient supporting evidence demonstrating compliance with the stringent product specifications detailed in the solicitation.
