The government plans to award a sole source contract to West Kentucky 2-Way Radio, Inc. for the installation, setup, and testing of specific security and communication equipment, including two Whelen Sirens (3600 Watts), two UHF radios, solar panels, batteries, software, wooden poles, and a UHF antenna. The procurement is justified under statutory authority allowing non-competitive acquisition, as the equipment must integrate with an existing system previously engineered and maintained exclusively by West Kentucky 2-Way Radio, Inc. This ensures compatibility and continuity in the current infrastructure. The procurement falls under NAICS code 334290 with a small business size standard of 750 employees and will follow Simplified Acquisition Procedures, awarded without full and open competition. Although this notice does not constitute a request for competitive offers, other firms believing they can meet the requirements can submit written notifications to the Contracting Officer by June 5, 2009. Such notifications must provide adequate evidence of capability to comply, but the government reserves the right to proceed with sole source negotiation without competition if no capable responses are received or if it determines not to pursue competition. Submissions must be sent via email or fax, with telephone inquiries not accepted. The contract is managed by the Department of Defense at Fort Campbell, Kentucky, with designated points of contact available for communication regarding this procurement.
