The Department of Veterans Affairs, Network Contract Activity, VISN 9 plans to award a sole source contract to Edstrom Industries, Inc. for a security system service agreement to be used at the VA Medical Center in Lexington, Kentucky. The contract, valued at an estimated $69,475, covers a base year plus four option years of maintenance services for the Edstrom Security System. This system is proprietary to Edstrom Industries, and no other suppliers or services can meet the agency’s specific requirements, making competition impractical and potentially costly. The service agreement supports existing equipment to ensure consistency and standardization within the facility. The decision to proceed with a sole source award is supported by FAR 6.302, highlighting that duplication of costs and unacceptable delays would result from attempts to seek alternative vendors. Only Edstrom is certified and trained to maintain and service their security system, vital for meeting the agency’s operational needs without risk or undue cost. The annual estimated cost of the service is $13,895. The notice requested any interested parties to provide technical capabilities demonstrating an ability to fulfill these requirements by September 21, 2011; however, any competition would have to clearly benefit the government. This notice is not a solicitation but an intent to award directly to Edstrom based on their unique proprietary service.
