The National Institute of Standards and Technology (NIST) is conducting a series of tests aimed at evaluating the current capabilities of automated latent fingerprint matching algorithms. These tests focus on assessing algorithmic performance without human intervention, relying solely on automated latent feature extraction within software-only implementations. The primary goals are to enhance automated support for latent fingerprint examiners and improve the efficiency of watchlist searches. The initial testing phase was scheduled for April 2007, with open participation encouraged from vendors of Automated Fingerprint Identification Systems (AFIS) with latent search capabilities, as well as academic institutions with executable latent matcher technology. NIST has issued this special notice to invite broad participation and feedback from the latent fingerprint community, emphasizing that this is not a federal procurement action and that no formal requests for quotes or proposals are being issued. Interested parties can find detailed information and updates on the testing program via designated NIST websites. Comments and inquiries are welcomed and can be directed to NIST representatives via email. The announcement reiterates NIST’s commitment to advancing fingerprint matching technologies through collaborative evaluation efforts, encouraging experts and developers in the field to contribute to the ongoing improvement of latent fingerprint matching algorithms.

Full Description

The National Institute of Standards and Technology (NIST) is pleased to announce a series of tests for evaluating the state of the art in automated latent fingerprint matching algorithms. The intent of the testing is to quantify the core algorithmic capability of contemporary matchers. The long-term objectives are to provide automated assistance to latent examiners, and performance improvements in watchlist searches. In conducting these tests NIST will rely on automated latent feature extraction methods that do not use human markup of the latent images. The testing will be conducted using software-only implementations. The initial test is scheduled for the April 2007 timeframe. ***** Vendors of AFIS systems with a latent fingerprint search capability are encouraged to participate. Academic institutions with a mature executable latent matcher are also welcome to participate directly in the test. Participation is still open and the deadline is posted on the website http://fingerprint.nist.gov/elft07/ . Comments are welcomed from all sectors of the latent community. This is strictly a special notice that is being published to reach a wider audience. It is not a federal procurement action, no RFQ or RFP is available. ***** To participate, detailed information may be obtained from the following websites: http://fingerprint.nist.gov/latent/ or more directly from http://fingerprint.nist.gov/elft07/ . Please visit theses websites, as there have been significant updates since the initial posting. NIST welcomes all comments. Comments should be addressed to contact@example.gov (with cc: to contact@example.gov). This is the second announcement. A previous FedBizOpps announcement was posted 27 November 2006.

Subscription to a Mathematical Bibliographic and Expert Reviews Database
Solicitation # SS-NB135000-27-00002
The Department of Commerce National Institute of Standards and Technology (NIST) is conducting market research through a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract under solicitation number SS-NB135000-27-00002. The objective is to secure campus-wide online access to a curated mathematical bibliographic and expert review database for researchers at the Gaithersburg, Maryland, and Boulder, Colorado campuses. This resource is critical for the NIST Research Library and Museum to support the measurement science mission by enabling researchers to evaluate proof validity, track citations, and discover peer-reviewed mathematical findings. The required database must contain over 3 million items of American and European mathematical sciences literature, featuring bibliographic information, abstracts, and direct links to original articles. Key technical requirements include the ability to search by Digital Object Identifier (DOI) and the provision of email alerts for new results or citation changes. The service must be hosted externally with access provided via IP authentication. Interested respondents under NAICS code 513210 are requested to provide corporate details, company size status, and information regarding existing GSA Multiple Award Schedule contracts by October 29, 2026.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
