The 20th Contracting Squadron plans to award a sole-source contract to American Science and Engineering, Inc. for the acquisition of Forwardscatter technology designed to integrate with existing ZBV Backscatter vans. The contract encompasses not only the purchase of the patented Forwardscatter technology but also includes upgrade services, operator training, and ongoing service agreements. This procurement is justified under the statutory authority outlined in 10 USC 2304(c)(1) and the Federal Acquisition Regulation 6.302-1, which allows for non-competitive sourcing when only one responsible supplier exists due to proprietary technology. The intent is to enhance the current backscatter capabilities by combining it with the patented Forwardscatter system offered exclusively by this vendor. The procurement notice emphasizes that while the Government intends to negotiate exclusively with American Science and Engineering, it invites other interested parties to express their interest and demonstrate capability within two business days following the synopsis posting, though no competitive solicitation will be issued. Responses will inform whether a competitive procurement might be pursued, but any decision to proceed without competition remains at the Government's discretion. No solicitation documents are currently available, and inquiries by telephone will not be answered. The Government also clarifies that it will not reimburse any costs related to the submission of capability information. The contract is administered by the Department of Defense office located at Shaw Air Force Base, South Carolina, with Dawn J Aucoin serving as the contracting officer.
