The Department of Veterans Affairs (VA) issued a sole source justification for a firm-fixed price contract awarded to Elekta for a specialized stereotactic positioning system designed specifically to support Deep Brain Stimulation (DBS) treatments. The contract, valued at approximately $186,495, covers the supply, installation, and training for a complete system including the Frame G Kit, Stereotactic Arc, MR-Indicator, Open CT-Indicator, Cross Hairs Kit, clamps, adapters, and a CT-Table. This unique positioning system is critical for the precise placement of stimulators deep within the brain to treat conditions such as Parkinson's Disease and brain injuries, and no other known devices meet the stringent requirements for DBS procedures without interfering with imaging. Despite conducting thorough market research, including internet searches and a Sources Sought posting on GSA eBuy, no alternative suppliers were identified. The VA also underscores the importance of maintaining consistency and familiarity with equipment already in use by surgeons at affiliated medical centers, emphasizing patient safety and procedural efficiency. The justification follows federal acquisition regulations permitting non-competitive contracting when only one responsible source is available, and concludes that the negotiated price is fair and reasonable based on previous comparable purchases. Approvals were obtained by designated contracting officers, confirming the necessity and validity of the sole source procurement approach for this critical medical device.
