The Department of Veterans Affairs Mid Atlantic Health Care Network (VISN 6) plans to negotiate a sole source contract for the procurement of seven Sony UCB3100 46-inch wall monitors, including all necessary mounting hardware and video interfaces. These operating room (OR) monitors are required for use at the Fayetteville Health Care Center and will display information in the OR and post-anesthesia care unit (PACU). The monitors are an essential part of the integration system being installed by Olympus America to align with existing equipment at the Fayetteville VA Medical Center, which currently uses Olympus GI and surgical scopes. Standardization is critical as Olympus is the only compatible manufacturer due to proprietary features, and no other brand can be interchanged with the existing Olympus medical technology. The contract is a sole source commercial item commodity acquisition citing FAR authority, reflecting the unique necessity to work exclusively with Olympus-compatible Sony monitors. The contract will serve the Fayetteville VAMC warehouse location in North Carolina. Although this notice is not a solicitation for competitive bids, other parties with the capability to supply the specified equipment may submit a capability statement explaining their interest and ability by the deadline of July 3, 2015. The Government retains full discretion over whether or not to pursue competition based on these statements. The designated contact for inquiries is Anthony Long at the Department of Veterans Affairs.

The Department of Veterans Affairs Mid Atlantic Health Care Network (VISN 6) intends to negotiate a Sole Source commercial item commodity contract. The requirement is to procure seven Sony (UCB3100) 46" Wall Monitors with all Wall Mounting Hardware and Video Interface. These OR wall monitors will be utilized to display OR/PACU information. The OR monitors are an integral component needed in the integration installation being provided by Olympus America for the Fayetteville Health Care Center (HCC). The Fayetteville VAMC currently uses Olympic GI and Surgical Scopes. In order to maintain standardization between, the VAMC and the new Health Care Center (HCC), the Olympus brand is essential. Currently there is no other brand compatible and interchangeable with Olympus medical equipment already being utilized. Features contained in the system are proprietary to Olympus: they are the sole manufacturer. This equipment will be for the Fayetteville VAMC, 2300 Ramsey Street Warehouse, Fayetteville, North Carolina 28301. The proposed contract action is for a commodity which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. However, interested parties may submit a capability statement that that demonstrates their firm's ability to provide the commodity described above. Interested parties must provide rationale as to why they should be considered and identify their interest and capability to this response no later than July 3, 2015, 4:30 pm, EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
