The Department of Veterans Affairs, Network Contracting Office 9 at the Nashville VA Medical Center plans to award a sole source contract to Devicor Medical Products Incorporated (dba Mammatone) for the Neo2000 Gamma Detection System (GDS). This system is specifically required for gamma-guided surgical procedures such as lymphatic mapping and parathyroidectomy. The Neo2000 GDS features a Bluetooth-enabled gamma detection console that detects gamma rays emitted from radioactive isotopes in body tissues, providing audio and visual indicators that vary with radiation levels. It is an electronic medical device designed for intraoperative and external use to detect and quantify gamma radiation using a handheld probe that operates based on the inverse square law, and it must be compatible with existing systems already in use at the facility. The government considers the Neo2000 GDS the only technically acceptable product for this requirement, leading to a simplified acquisition with a small business set-aside under NAICS code 423450. Although this is a sole source award, the notice invites interested parties to submit capability statements, including pricing, to demonstrate their ability to provide the same product. These statements will be reviewed to determine if a competitive procurement is warranted, but the government retains sole discretion in this decision. All statements must be submitted via email by 12:00 pm Central Time on September 13, 2012, to Debra Walker-Sykes, the contract specialist responsible for the procurement. The place of performance for this contract is the Nashville VA Medical Center in Tennessee. No solicitation document is issued for this requirement, and phone inquiries will not be accepted.
