The Department of Veterans Affairs, through its Network Contracting Office 10 in Kettering, Ohio, plans to enter into a sole source purchase order agreement with Konica Minolta Healthcare Americas, Inc. for the upgrade of the AeroDR radiography system. This procurement will be conducted without competition under the authority of 41 USC §3304 and FAR 6.302-5 due to the proprietary nature of the equipment and the fact that only Konica Minolta can provide the necessary upgrades and supplies. The contract aligns with NAICS code 334517 for Irradiation Apparatus Manufacturing, with a business size standard of 1,000 employees. This announcement serves to publicize the sole source intent rather than to solicit competitive proposals. Interested parties have the opportunity to submit written notices, including detailed evidence demonstrating their ability to meet the requirements, by the specified deadline. However, the government retains full discretion over whether to allow competition in this matter. All inquiries and responses must be submitted in writing via email to the designated point of contact, Angie Carpenter. This action represents the best value solution for the agency based on the proprietary nature of the AeroDR system and the exclusivity of available upgrades from Konica Minolta.
