The Department of Veterans Affairs Salisbury VAMC intends to award a sole source contract to a service-disabled veteran-owned small business (SDVOSB) for the supply of Olympus endoscopes, telescopes, and colonoscopes. This decision follows market research indicating that sole sourcing to this particular SDVOSB vendor is in the government's best interest. The award will comply with VA acquisition regulations allowing sole source contracts to SDVOSBs when certain conditions are met, including a contract price not exceeding $5 million, a synopsis in accordance with federal acquisition rules, the vendor being a responsible contractor, and the award being at a fair and reasonable price. The contracting officer retains full discretion over this business decision, and the SDVOSB vendor must be verified in the VIP database prior to contract award. This notice is not a solicitation for proposals or quotations, and no contract will be awarded based on responses to this notice. However, interested parties may submit their expression of interest, along with detailed technical and pricing information, to demonstrate their capability as a comparable alternative provider. These responses will be considered solely to determine if competitive procurement is necessary. The deadline for submitting such interest was June 1, 2018, and all responses were to be emailed to the designated contracting officer, Michael Garretto, at the Salisbury VAMC. The purpose of this notice is to inform potential suppliers and gather information, without obligating the government to compete the contract.
