The Department of the Army, Healthcare Acquisition Activity-North, plans to negotiate a sole source procurement with Candela Corporation to acquire the Candela Vbeam Laser. This procurement will be conducted under the authority of FAR 6.302, allowing negotiation and solicitation with only one source due to the unique capabilities and proprietary technology of the product. The Candela Vbeam Laser features a patented Dynamic Cooling Device (DCD), protected exclusively by Candela, which safeguards the skin during laser treatment. This laser is singular in its design with a lens-coupled 3-meter optical fiber handpiece available in various spot sizes (5, 7, and 10 mm), enabling treatment of more medical conditions and incorporating an integrated cooling system that requires less space. This notice does not constitute a request for competitive quotes, but interested parties may express their interest and capability by a specified deadline. Any decision to forego competition is at the sole discretion of the Contracting Officer. The sole source approach is intended to avoid duplication of costs that competition would not mitigate and to prevent unacceptable delays in government operations. The solicitation number for this procurement is W91YTZ-12-T-0171, and the procurement relates to NAICS code 334510. The designated government contact for this acquisition is Michele Devine, Contract Specialist.
