The Department of Veterans Affairs intends to award a sole source Blanket Purchase Agreement to Avid Medical for Custom Sterile Surgical Packs, which the company currently provides through the Medical/Surgical Prime Vendor Program for four VISN 16 Stations, including locations in Little Rock, Oklahoma City, Biloxi, and Shreveport. Avid Medical is identified as the only source capable of delivering these proprietary surgical packs under the current MSPV contract, and the arrangement will continue until a competitive procurement can be conducted. The awarded performance period for this BPA is from October 1, 2013, through September 30, 2014. The justification for sole sourcing is based on unusual and compelling urgency under federal acquisition regulations, and the procurement is classified under NAICS code 339113 with a size standard of 500 employees. This notification serves only to inform interested parties of the intended sole source action and is not a solicitation for proposals or quotes. While responses may be submitted, they must provide clear and convincing evidence that competition is feasible and would benefit the Government. However, the decision not to pursue a competitive process rests solely with the Government. Feedback received will be considered only to evaluate potential competition for future procurement opportunities. No reimbursements will be provided for any costs incurred in responding to this notice.
