The Veterans Affairs Network Contracting Office 6 (NCO 6) plans to negotiate a sole source contract with Manus Medical, LLC for custom surgical procedure trays required by the Richmond VA Medical Center in Virginia. This procurement is intended as a temporary or emergency replenishment to maintain supply continuity while a long-term competitive acquisition process is underway. Manus Medical, the current provider of these trays, is uniquely positioned to continue meeting the center’s needs without disruption, as switching manufacturers or suppliers typically requires two to three months for inventory buildup. The trays cover a wide range of surgical needs including arthroscopy, open heart surgery, vascular surgery, orthopedic procedures, and various specialty surgeries, with a total of 21 distinct tray configurations and specific quantities outlined. This sole source action is justified under VAAR 819.7007, which allows for awards to service-disabled veteran-owned small businesses, aligning with procurement policies favoring such entities. Although this notice signals intent to sole source, other capable vendors are allowed to submit bids or proposals by the deadline, with the government retaining discretion on competition. The procurement is categorized under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) and involves medical and surgical instruments classified under PSC code 6515. The contract’s CLIN structure details the exact trays and quantities required, reflecting the comprehensive nature of the surgical needs at Richmond VAMC and ensuring readiness for multiple specialized procedures.
