Electro-Therapeutic Modalities for Pain Management (ETMPM) - Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program
Solicitation # 36C79126R0011
The Department of Veterans Affairs is soliciting proposals under Solicitation Number 36C79126R0011 to establish multiple single-award, Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) base contracts for the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program. This national program provides FDA-cleared electro-therapeutic devices and accessories to VA Medical Centers and Community-Based Outpatient Clinics to support non-opioid pain management. The scope includes portable TENS devices, Interferential Current (IFC) devices, thermal and non-thermal Short-Wave Diathermy devices, and portable Neuromodulation systems for headache disorders, along with associated accessories such as electrodes and lead wires. The procurement utilizes a VA Tiered Set-Aside Evaluation Approach, prioritizing awards sequentially from Tier 1 (SDVOSB), Tier 2 (VOSB), Tier 3 (Other Small Businesses), to Tier 4 (Other-Than-Small Businesses). Evaluation methodologies vary by item: CLINs X001 through X004 are evaluated using the Lowest Price Technically Acceptable (LPTA) method, where price is the deciding factor, while CLIN X005 is evaluated via a Best-Value Tradeoff, weighting technical factors at 60%, price at 25%, and past performance at 15%. Responsive proposals must include a signed SF 1449, a Technical Capability Statement, FDA 510(k) clearance letters, and three past performance documents. Non-manufacturers must provide OEM-issued Authorized Distributor Letters. Mandatory certifications include the Buy American Certificate for small businesses (Tiers 1-3) and the Trade Agreements Certificate for large businesses (Tier 4), as well as the Limitations on Subcontracting certification. All offerors must submit required product samples to the Denver Logistics Service facility. Following several amendments, the final deadline for all proposal documentation and product samples is November 2, 2026, at 12:00 PM CDT.

AI Contract Overview

The Southern Regional Contracting Office at San Antonio Military Medical Center has awarded a sole source contract to St Jude for the procurement of disposable imaging catheters. These catheters are essential consumables used exclusively with St Jude RadiAnalyzers to measure intravascular pressure, temperature, and thermo-dilution flow for patients with complex coronary artery disease. The acquisition is structured as a firm fixed price purchase order to provide these items on an as-needed basis. This procurement was conducted without full and open competition under the Test Program for Certain Commercial Items and the simplified acquisition threshold. The justification for the sole source award is based on the fact that St Jude is the original manufacturer and holds proprietary rights to the equipment and consumables, and does not sell these specific products through third-party vendors. The action was certified by Contracting Officer Melissa Oliva in August 2012 under solicitation number W81K0012T0292.

Full Description

This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. MEMORANDUM FOR RECORD FOR OTHER THEN FULL AND OPEN COMPETITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD 1. Contracting Agency: Southern Regional Contracting Office, San Antonio Military Medical Center, Fort Sam Houston, TX 78234 2. Description of Action: Sole source acquisition to provide on as needed basis disposable Imaging Catheters for San Antonio Military Medical Center, Fort Sam Houston, TX. This action will be accomplished through the use of a Firm Fixed Price Purchase Order. 3. Description of Products/Services: The disposable Imaging Catheters are solely used with the St. Jude RadiAnalyzers. This system provides high-fidelity sensor technology for simultaneous measurement of intravascular pressure, temperature and thermo-dilution flow for complex coronary artery disease patients. 4. Authority Cited: 10 USC 2304(c) as implemented by FAR 13.106-1(b) (1), Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization). 5. Reason for Cited Authority: San Antonio Military Medical Center has requested that we enter into negotiations with St Jude, directly. St Jude is the manufacturer and has proprietary rights on the RadiAnalyzer and the consumables required (disposable Imaging Catheters). St Jude does not sell to 3rd party vendors. Therefore, Full and Open Competition need not be provided for. 6. Contracting Officer Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
