The Department of Veterans Affairs, specifically the Louis Stokes Cleveland VA Medical Center, intends to procure a DoseWise Portal Subscription from Philips Medical Systems through a sole source contract under FAR 6.302-1(a)(2), which allows for non-competitive negotiations when only one responsible source can fulfill the agency’s requirements. DoseWise Portal is a web-based, vendor-agnostic platform designed to track, analyze, and report radiation exposure for patients and staff, helping to improve operational efficiency and safety standards. The government maintains that only Philips Medical Systems can provide this solution to meet its specific needs. The notice invites any other interested and capable parties to express their interest by March 22, 2016, so the government can decide whether to open the procurement to competition. However, the decision to proceed with a sole source contract or to pursue competitive bidding rests entirely with the government. No solicitation documents are currently available, and all inquiries must be submitted via email to a designated VA contact. This procurement falls under NAICS code 334510 and aims to support enhanced radiation safety and quality assurance within the Veterans Health Administration.
