Solicitation N00421-16-T-0171 is issued as intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with APDM Wearable Technologies, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). The requirement is to procure 15-Opal Movement Monitoring System. APDM's system has high sampling rate, software development kit, system sync, battery life (50 hrs.), ability to stream or log data, and gyroscope with accelerometer that is essential for acquiring the necessary data. This is the same system our Army NATICK Biomedical Lab counterparts utilize to capture body position and motion; this will allow NAVAIR to collaborate with them, share data, and build our capability off their lessons learned. Utilizing a product other than APDM 15-Opal would require the NAVY to conduct new certifications, testing at a significant cost to the government, which is unrecoverable in this small procurement. This is a brand name 100 % match only! Substitute or similar product will not be accepted. This is a total set-aside for small business under the authority of FAR Part 52.219-6. ***Basis for Award*** This notice is intent to Sole Source with APDM Wearable Technologies. ONLY New Equipment, NO Remanufactured, and all items must be covered under the manufacturer's warranty. Similar or Substitute products will not be accepted. Vendor must be registered in System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any Department of Defense contract. Website: http://www.sam.gov/vendor.cfm. Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) intended for U.S. Navy and Marine Corps aircraft. The NGTR is designed as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit, and a modular Open architecture utilizing OpenVPX and VNX+ standards to facilitate rapid upgrades and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must also adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards.
