Department of Veterans Affairs Veterans Health Administration Network Contracting Activity (NCO) 10 VA250-16-N-0140 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE PRESSURE MAPPING SYSTEM The Department of Veterans Affairs, The Louis Stokes Cleveland Department of Veteran Affairs Medical Center, 10701 East Boulevard, Cleveland, Ohio 44106 intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only one responsible source and no other supplies or services will satisfy agency requirements." The VA intends to solicit and negotiate with Xsensor Tehcnology Corporation, 133 12 Avenue SE, Calgary, AB T2G0Z9, Canada, for a Pressure Mapping System. A pressure mapping system is needed to identify specific points that therapists use to make patients more comfortable. The Government requires a medically certified pressure mapping system. The software for the mapping system is required to be HIPPA compliant. The sensor is required to give a high resolution to provide a better picture for the therapists which technically means ½" with no less than 1,290 sensing points. The Government requires a durable and cleanable product. The Government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only one responsible source and no other supplies or services will satisfy agency requirements." Other persons may identify their interest and capability to respond to this requirement by Monday, February 24, 2016 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
