The Department of Veterans Affairs VA Connecticut Health Care System is planning to award a sole source contract to Carestream Health Inc. for the procurement of an EMC CX RAID Expansion system and related services. This acquisition is justified under FAR 6.302-1 due to Carestream being the only responsible source capable of providing the required RAID, which is integral to the existing Carestream PACs system archive manager. The contract includes one EMC CX RAID Expansion with 7.5 TB capacity, 30 units of project management services, and 104 units of installation, configuration, and system administration training. The RAID expansion is critical to prevent storage capacity issues that would negatively impact patient care services, and no alternative solutions are available that would meet the VA's technical and operational needs without significant validation costs. The solicitation adheres to FAR Part 12 commercial contracting procedures, incorporating provisions effective through Federal Acquisition Circular FAC 2005-26. Although this is a sole source procurement, the government issued a public notice for informational purposes and to consider any responses by October 21, 2008, but this is not a request for competitive proposals. The decision to compete the contract remains at the government’s discretion. Communications and inquiries regarding this procurement must be submitted in writing via email or mail to the specified contact at the VA Connecticut Health Care System. This contract falls under NAICS code 334510, aligning with the acquisition of the RAID expansion and associated services necessary to maintain the operational integrity of the Carestream PACs system.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-26. RATIONALE FOR SOLE-SOURCE PURCHASE: This RAID is required to upgrade our storage capacity in the current Carestream PACs system. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
