The VA Maryland Health Care System plans to enter into a sole source contract with GE Medical Systems for preventive maintenance, inspections, and service calls related to the GE PACS system at the Baltimore VAMC. This contract covers all aspects of routine maintenance and repairs for both hardware and software components used to transmit, store, and view images. GE Medical Systems will provide all necessary personnel, materials, parts, and transportation to perform these services continuously, 24 hours a day, seven days a week. Given GE’s exclusive ownership of the PACS software and proprietary restrictions on training, the sole source procurement is authorized under FAR 6.302-1, as no other providers are able to meet the agency’s requirements. The notice of intent clearly states that it is not a solicitation or request for proposals, and no competitive bidding will be conducted unless other parties express interest by submitting technical information and capacity statements by the specified deadline of December 28, 2007. If no alternative sources respond, the contract with GE Medical Systems will proceed as planned. The procurement focuses on ensuring uninterrupted and specialized support for the critical PACS system hardware and software infrastructure integral to the Baltimore VA Medical Center’s imaging operations. All inquiries or expressions of interest are directed to a designated VA representative with contact details provided.
