The US Army Contracting Command at Aberdeen Proving Ground, specifically the Natick Contracting Division, is planning to negotiate a sole-source contract with Idaho Technology Inc. to supply 1,667 Expanded Flu Panel diagnostic assay kits intended for use with the JBAIDS instrument. Idaho Technology Inc. is uniquely qualified as the only FDA-cleared manufacturer of the JBAIDS instrument, making them the sole capable supplier to meet the government's operational and scheduling requirements. The procurement supports the Joint Program Executive Office-Chemical and Biological Defense’s efforts in chemical and biological defense through the Joint Project Management Office of Chemical Biological Medical Systems. The need for a sole-source award stems from the time constraints and regulatory requirements involved in developing and obtaining FDA clearance for new diagnostic kits, which would delay the program if sourced elsewhere. The contract aligns with the government's mission to maintain readiness through timely procurement of critical diagnostic tools. This solicitation was posted in August 2011 and emphasized the urgency and exclusivity of the procurement, with points of contact provided for inquiries. The contract is managed out of Natick, Massachusetts, under the Department of Defense’s organizational structure.

Full Description

The US Army Contracting Command, Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD), on behalf of Joint Program Executive Office-Chemical and Biological Defense (JPEO-CBD), Joint Project Management Office of Chemical Biological Medical Systems (JPMO CBMS) Biological Defense, intends to negotiate and award a sole-source procurement instrument to Idaho Technology Inc.(ITI), 390 Wakara Way, Salt Lake City, UT 84108-1214. This effort is to provide the Government with 1,667 Expanded Flu Panel diagnostic assay kits for operational use on the JBAIDS instrument. ITI is the only manufacturer of the JBAIDS instrument that is cleared with the U.S. Food and Drug Administration. As such, ITI is the only source capable of providing the required Expanded Flu Panel diagnostic assay kits within the required schedule. The time required to develop and clear new kits with the U.S. Food and Drug Administration would not allow the JPMO CBMS to meet its current schedule requirements. Questions concerning this requirement may be addressed by e-mail to Richard Alves at contact@example.gov. This synopsis expires on August 31, 2011.
