The Michael E. DeBakey VA Medical Center plans to procure Direct-to-Patient Delivery Services exclusively from RGH Enterprises, Inc. dba Independence Medical under a sole-source justification consistent with FAR 6.302-1(a)(2). This procurement will add delivery services not covered under the vendor’s existing Federal Supply Schedule contract (V797D-40017) through an open market method following FAR 8.402(f). The primary objective is to enhance the shipment of medical supplies directly to veterans’ homes, reducing delays by eliminating intermediate handling steps and decreasing the need for warehousing at MEDVAMC facilities. This approach aims to improve medication availability, reduce missed deliveries, and accelerate delivery time from four days to two, thereby better meeting the government’s minimum needs. The contract will be a firm fixed-price Blanket Purchase Agreement with a base year plus four option years, under NAICS code 423450 and SIN 65 II A. All contractors must be approved healthcare providers authorized to ship prescription medical supplies and equipment. Responses to the notice, due by February 7, 2014, are intended to assist the government in determining if competition is appropriate; however, this notice itself is not a solicitation or request for quotes. Communication is restricted to email submissions directed to the contracting officer, Anthony C.P. Marion. The effort supports the Veterans Affairs Medical Centers Pharmacies’ goal of streamlining pharmacy supply logistics and enhancing direct patient service.
