The Department of Veterans Affairs, through its Network Contracting Office 19 in Greenwood Village, Colorado, intends to award a sole source, firm-fixed-price purchase order to Solta Medical, Inc., a small business manufacturer based in Pleasanton, California. This procurement is conducted under the authority of FAR 13.106-1(b), which allows for sole source acquisition when only one responsible source exists and no other supplies or services will satisfy the agency's requirements. The product to be procured is the VASERlipo Liposuction System, a specialized, minimally invasive ultrasound liposuction device uniquely designed to efficiently eliminate fat cells while preserving connective tissue and maintaining fat cell viability for transfer or grafting procedures. The VASERlipo System offers distinct clinical benefits, including reduced blood loss, less patient pain, and faster recovery times due to its ultrasound pretreatment method, which also enhances fat condition for successful grafting through improved re-vascularization. This system is to be used at the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. The notice clarifies that this is not a solicitation for competitive proposals; however, interested parties may submit evidence demonstrating their capability to fulfill the requirement by the specified deadline, provided they can convincingly show that competitive procurement would benefit the government. Responses will be reviewed at the government’s discretion, and inquiries regarding the notice are directed to the designated contact at the Department of Veterans Affairs.
