The Department of Veterans Affairs Connecticut Health Care System (VACHCS) plans to negotiate a sole source commercial contract with Medrad for a wireless infusion pump system compatible with MRI scanners up to 3.0 Tesla. This acquisition is conducted under the authority of FAR 6.302-1, citing that only one responsible source can fulfill their specific requirements. The equipment includes the Continuum Wireless MR Infusion System and various associated components such as non-magnetic IV stands, power cords, battery packs, remote displays, and operation manuals. The system features continuous weight and non-weight based dosing, wireless pump control, safety mechanisms like air bubble detection and occlusion pressure monitoring, adjustable flow rates, and a battery capable of 24-hour operation. The justification for a sole source procurement is based on the lack of any comparable system available on the market that meets the unique combination of features and specifications required by VACHCS, and the prohibitive cost of validating a similar system assembled from individual components. The solicitation is not a request for competitive proposals, although all proposals submitted by the specified deadline will be reviewed to determine if competition is possible. Correspondence and inquiries must be submitted in writing, with the purpose of gathering information to decide whether to proceed with a competitive process. This procurement reflects a specific need for advanced medical equipment essential for safe and effective infusion therapy within MRI environments.
