The Department of Veterans Affairs plans to conduct a sole-source, firm-fixed one-time procurement of specialized EEG equipment for the Birmingham VA Medical Center. The procurement will involve purchasing two portable EEG acquisition stations from XLTEK LTD, designed specifically for recording and monitoring patients with seizure disorders or epilepsy. These stations are tailored to integrate with existing proprietary network-based systems already installed at the facility, which represent a significant investment of over $1 million. Because of the proprietary technology, only equipment from this specific manufacturer will be compatible with the current infrastructure, making this a sole-source procurement under FAR guidelines. The requested equipment package includes components like acquisition desktops with IP streaming cameras, isolation transformers, epilepsy monitoring headboxes, acquisition suites with advanced software, video monitoring controllers, and continuous monitoring packages, all requiring highly trained personnel for installation and operation. This procurement follows regulations for sole-source contracting and is not a solicitation for competitive bids. However, interested parties may express their interest and capability to respond by submitting quotations by a specified deadline, though the government reserves full discretion on whether to pursue competition. The notice clarifies that submission of responses does not obligate the government to award a contract or reimburse costs, nor does it guarantee feedback. The procurement falls under NAICS code 334510, relating to the manufacturing of electromagnetic and electrotherapeutic apparatus, with a small business size standard of 1,250 employees. Following evaluation, the government may issue a pre-solicitation synopsis and a formal solicitation but makes clear that responses to this notice are not considered formal bids.
