The Center for Health Care Contracting plans to award a sole source contract to Applied Biosystems, LLC for the procurement of specific PCR kits and reagents needed by the DoD DNA Registry at the Armed Forces Institute of Pathology in Rockville, Maryland. The contract involves purchasing items such as the AmpFISTR Identifiler PCR Kits, 96-well optical plates with barcodes, DS-33 Matrix standard sets, Real Time PCR Spectral Calibration Kits, and Quantifiler Duo kits. These reagents are necessary to ensure compatibility with existing Applied Biosystems instruments used in laboratories, maintaining the standardization, accreditation, and accuracy of testing processes. The contract will be awarded under NAICS code 325413, with an expected delivery date of September 30, 2010. This procurement is to be executed as a sole source action under FAR Part 13.106-1(b)(1), citing that Applied Biosystems is the only supplier capable of fulfilling the government’s requirement because of the unique compatibility of their reagents with existing equipment and the exclusive license for the GeneMapper ID-1X software. The notice makes clear that it is not a solicitation for quotes and no award will be made based on this notice alone. However, interested parties are invited to demonstrate their capabilities by September 17, 2010, though successful competition must show substantial advantage for the government. The notice serves an informational purpose only, with no cost reimbursements offered for responses.
