The Dayton Department of Veterans Affairs Medical Center intends to negotiate a sole source contract with Roche Diagnostics Corporation to supply a CoaguCheck XS Plus System for point-of-care PT/INR testing at their facility in Dayton, Ohio. This system includes test strips, base units, rechargeable battery packs, licenses for software and remote access, as well as installation and training services. The procurement involves leasing two CoaguCheck XS Plus Systems designed for waived complexity testing with robust data management features compatible with the VISTA system used by the VA, ensuring direct results upload and system quality monitoring. The equipment must be compliant with NAC contract requirements, and it offers features such as operator and quality control lockout, finger-stick blood sampling, and user-friendly dosing options. This notice serves to inform that the government believes Roche Diagnostics is the only source capable of fulfilling these specific requirements, due to access to proprietary information, and intends to negotiate accordingly under FAR 13.106(b). However, other potential suppliers can express interest and capability by a specified deadline, after which the government may decide whether to open the acquisition to competition. No formal solicitation is available at this time, and all inquiries should be directed by email to the designated contact person.
