The Detroit VA Medical Center intends to enter into a sole source procurement with McKesson Information Solutions for a Horizon Tissue Manager Perpetual License Agreement. This software is required to replace manual log books for tracking implantable tissue and non-biological implantable devices. The system must be capable of tracking devices upon arrival and verifying that non-biological implants are sterile to mitigate the risk of patient infection. The government is pursuing this action under FAR 6.302-3(a)(2)(ii) and is not requesting competitive proposals. However, interested firms that believe they can meet these requirements must submit proof to Contracting Officer Diane Foster by September 22, 2008, at 11:00 a.m. local time. The final determination regarding whether to compete the contract remains at the sole discretion of the government.
