This procurement is a firm-fixed-price contract solicitation issued by the Department of Veterans Affairs, Network Contracting Office 6-SAO East, for the purchase of Smith & Nephew arthroscopic instruments intended for use at the Salisbury VA Medical Center. The request is issued as a combined synopsis/solicitation with no separate written solicitation and is a set-aside specifically for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contract requires compliance with FAR and VAAR provisions and includes a detailed list of specific Smith & Nephew branded instruments such as probes, switching sticks, obturators, cannulas, fluid seals, scopes, graspers, punches, and sterilization trays. The procurement emphasizes the need to maintain standardization with existing medical instruments to ensure continuity of care, avoid set assembly errors, and align with currently stocked equipment and disposables compatible only with the Smith & Nephew brand. Quotes are solicited by a specified deadline, with award based on the lowest-priced, technically acceptable offer that meets all salient characteristics outlined in the solicitation. The acquisition is for brand name only due to the unique compatibility requirements and the medical center's preference to avoid additional capital costs and inventory complexity. Offers must be submitted electronically and registered in the System for Award Management (SAM) and Vetbiz.gov to be considered. The solicitation also provides clear instructions on evaluation criteria, clauses incorporated by reference, and contact details for inquiries. Market research was conducted but concluded that only the specified brand meets the medical center’s requirements for quality and compatibility.
