The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, acting on behalf of the Technology, Systems & Program Integration Directorate, intends to award a firm fixed price purchase order on a sole source basis to HDT Engineering Services, Inc. The contract involves acquiring the Perimed 5001 Laser Doppler System, which integrates blood flow measurement with transcutaneous oxygen and carbon dioxide monitoring in a single unit. This equipment is essential for supporting future TMMD studies and is uniquely qualified due to its FDA compliance, compatibility with the Army's existing systems, and the ability to conduct concurrent testing on two research volunteers. The sole source justification is based on the system’s unique alignment with current research needs and software compatibility, verified by licensing agreements. No market research was conducted as the Perimed 5001 is the only system meeting these specific requirements, and no adequate purchase description suitable for full and open competition was available. There are no planned actions to remove or overcome competition barriers at this time, given the importance of using identical, compatible equipment for controlled research trials. Interested parties were invited to express their interest by a specified deadline, with all communications directed to the contract specialist at the Natick Contracting Division. The contracting office is located in Natick, Massachusetts, under the Department of Defense, and the procurement falls under NAICS code 423450.

THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Brief description of supplies or services required and the intended use: Perimed 5001 Laser Doppler System needed to measure blood flow with transcutaneous oxygen and carbon dioxide in one unit. This will be used to support future TMMD studies. 3) Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This piece of equipment meets FDA requirements, is identical and compatible with our existing equipment, and will permit concurrent testing of two research volunteers. 4) Reason that suggested source is the only source which can provide the supplies or services: The suggested source is the only source because this is the only system that fills our needs and is compatible with our current systems. We can also use the software we currently have with our existing system for our new system. We have already obtained licensing information to verify that the software can be used. 5) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was not conducted because this is the only system that fills our needs and is compatible with our current systems. We can also use the software we currently have with our existing system for our new system. We have already obtained licensing information to verify that the software can be used. 6) Explain why an adequate purchase description or other information suitable to solicit by full and open competition has not been developed or are not available: See above information. 7) Provide a statement of the actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required. If this is a follow-on action to a previously competed action, so state: It is important for controlled research trials to use the same make/model equipment as well as compatible software. There are not any actions to remove or overcome barriers to competition in this particular procurement request. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division via e-mail to: contact@example.gov no later than 8:00 a.m. on September 16, 2011.
