The Philadelphia VA Medical Center plans to enter into a sole source contract with ScriptPro to acquire three advanced robotic pharmaceutical dispensing systems: two ScriptPro SP200/CCC units with 12-slot collating control centers and one ScriptPro SP50/CCC system, along with associated equipment and supplies. The decision is based on the unique capabilities of ScriptPro products, which are deemed the only systems able to meet the Government's stringent requirements. These systems boast features such as electronic signature capture, absolute prevention of drug cross-contamination, on-label auxiliary warnings, automatic drug information updates, accurate drug image displays during key operations, as well as compatibility with all tablets, capsules, and major vial types including those with cognitive and reversible safety caps. The systems also support correct labeling of partial fills, universal drug cells adjustable on-site by pharmacy staff, and other functions critical to ensuring dispensing accuracy and safety. This procurement is conducted under a justified exception to full and open competition in accordance with FAR 6.301 due to the unique nature of ScriptPro’s system capabilities. No separate solicitation will be issued, and this notice does not constitute a request for competitive proposals, though vendors offering comparable systems with all listed features are invited to submit detailed descriptive information by August 21, 2008. The Government will consider any submissions solely to evaluate whether a competitive procurement is warranted. All responses must be submitted in writing to the Contracting Officer. This action underscores the importance placed on securing reliable, specialized dispensing technology to support pharmaceutical operations at the VA facility.
