6525--SEP 2026 Equipment Only Consolidation
Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.

The Great Plains Regional Contracting Office at Brooke Army Medical Center awarded a sole source, firm fixed price purchase order to Siemens Medical Solutions for a critical electromedical imaging part. This procurement is essential for the operation of a PET CT system used in diagnostic imaging for cancer patients, supporting the medical treatment facility's prime mission. Due to the urgency of the medical requirement and the fact that Siemens Medical Solutions is the original manufacturer of the part, the contract was awarded without full and open competition. This action was authorized under the Test Program for Certain Commercial Items and specific FAR regulations allowing for single-source solicitation when only one source is reasonably available.
