The Southern Regional Contracting Office-West at Brooke Army Medical Center awarded a sole source contract under the Test Program for Certain Commercial Items for the urgent procurement of Penumbra neurological surgical supplies used for aneurysms. This action was executed without full and open competition due to unusual and compelling urgency, as the lack of these specific instruments posed a direct threat to patient lives and the hospital's medical healthcare mission. The procurement was fast-tracked with a requirement for the supplies to be received by March 13, 2012, and price and availability were obtained telephonically to expedite the process. The award, identified by solicitation number W81K0012T0071 and NAICS code 339113, was officially certified by Contracting Officer Emerita Torres on March 27, 2012.
