The Southern Regional Contracting Office at Fort Sam Houston, Texas, executed a sole source procurement for SpineArt posterior lumbar interbody fusion surgical implants. This urgent action was conducted under the Test Program for Certain Commercial Items and cited unusual and compelling urgency to prevent potential loss of life or detriment to the medical healthcare mission. The implants were specifically required for the urgent care of a trauma patient at Brooke Army Medical Hospital with a critical need date of March 10, 2013. Due to the life-threatening nature of the requirement, the agency bypassed full and open competition and did not advertise the requirement, instead obtaining price and availability telephonically. The contract, identified by solicitation number W81K0013T0089 and NAICS code 339113, was certified by Contracting Officer Melissa Oliva on March 5, 2013, to ensure the immediate availability of necessary orthopedic surgical implants.
