The Department of Veterans' Affairs VISN 9 Network Contracting Activity issued a sole source contract to Kinetic Concepts, Inc. (KCI) for the continued rental of KCI Wound V.A.C. systems at the Veterans Administration Medical Center in Memphis, Tennessee. This contract, awarded under the authority of FAR Part 6.302-2 due to unusual and compelling urgency, covers the period from June 14, 2011, to September 30, 2011. The Wound V.A.C. systems provide negative pressure wound therapy for various acute and chronic wounds, and the sole source award was necessary to prevent disruption of patient care while transitioning to a new competitive contract. This short-term exemption was required because funds for the new contract, intended to begin in Fiscal Year 2012, were not yet available, making it critical to maintain continuous service during the remainder of Fiscal Year 2011. Following this interim period, the Department plans to award a competitive rental contract via GSA/FAA for one base year plus four option years starting October 1, 2011, subject to fund availability. The procurement is classified under NAICS code 423450 for Medical Dental Hospital Equipment and Supplies, with a size standard of 100 employees. This notice is strictly a limited source procurement and not a solicitation for competitive quotes. The award to KCI is justified solely by the urgent requirement to avoid interruption of care to veterans, with the Government retaining discretion over competition decisions. Questions regarding the contract could be directed to the Contract Specialist, Christina B. Jackson, at the VISN 9 Network Contracting Activity in Murfreesboro, Tennessee.
