The Department of Veterans Affairs, through Network Contract Office 1, intends to award a sole-source, firm-fixed-price contract to Boston Scientific Corporation for the supply of Yttrium-90 microspheres (TheraSphere), a radiopharmaceutical used in the treatment of primary liver cancer within the Interventional Radiology Department of the Boston Health Care System. This procurement is justified under FAR 6.302-1, as TheraSphere is the only product of its kind that meets the agency’s clinical requirements, with no commercially available alternatives. The contract will cover a one-year base performance period with four one-year option periods, allowing for up to five years of continuous supply on an emergent, as-needed basis. The North American Industry Classification System code is 325412, and the product is classified under PSC 6505. The contract will be administered by the VA Connecticut Healthcare System, with deliveries performed at the Boston Health Care System in Boston, Massachusetts. Inspection and acceptance will occur at the destination facility, ensuring compliance with required medical standards, and while no detailed pricing, line items, or packaging specifications are provided, the procurement is structured as a firm-fixed-price agreement with no competitive evaluation factors due to its sole-source nature. The point of contact for submissions and inquiries is cory.dionne@va.gov, and responses must be submitted via email by the stated deadline to allow the government to assess market feasibility before proceeding with non-competitive award. No solicitations for competition will be issued unless market research indicates otherwise, and no formal proposal formats, page limits, or certification requirements are mandated at this notice stage.
