AI Contract Overview
The Department of Veterans Affairs is seeking a firm-fixed price contract for the procurement, delivery, installation, and commissioning of one custom-built, single-walled audiometric sound booth at the Kalispell VA Community-Based Outpatient Clinic in Kalispell, Montana. The solicitation, identified as RFQ 36C25926Q0667, is a total small business set-aside under NAICS code 334510, with only SBA-verified small businesses eligible to respond. The booth must meet ANSI S3.1 and S3.2 ambient noise standards with a minimum 60 dB noise reduction rating, be fully ADA compliant including a 36-inch door and non-skid threshold, and integrate with existing VA infrastructure including electrical, data, and HVAC systems—though mechanical rough-ins will be provided by VA facilities, requiring coordination with on-site BioMed and facilities teams. All equipment must be sourced in compliance with the Buy American Act, and offerors must submit a completed Buy American Certificate as a mandatory evaluation factor. Installation must occur on the ground floor of the clinic, where ceiling height is 107 inches with mechanicals above a drop ceiling; no site visits are permitted, and proposers must rely solely on the provided specifications. The booth must include flicker-free 400 lux interior lighting, silent ventilation, cable pass-throughs, and come with comprehensive documentation certifying compliance, one-year warranty, and on-site training for VA personnel. Proposals must be submitted via email to barron.long@va.gov no later than 12:00 p.m. Mountain Time on August 17, 2026, with a maximum file size of 4MB. Offers must be structured into three volumes: pricing details, technical documentation identifying brand and model number to prove conformity with requirements, and the completed Buy American Certificate. The government will not consider partial awards or alternate proposals, and failure to meet any technical specification will result in disqualification regardless of price. Evaluation is based on a trade-off approach, weighing price, technical capability, and Buy American compliance, allowing selection of a higher-priced offer if it provides superior value. All offerors must maintain active SAM registration with a valid Unique Entity ID and affirm compliance with clauses covering trafficking in persons, equal opportunity for veterans and workers with disabilities, privacy training, and security prohibitions against equipment from covered entities. Packaging, preservation, and marking standards are not explicitly detailed beyond requiring certification documentation, and

Q & A AUDIOMETRIC SOUND BOOTH RFQ# 36C25926Q0667
Q1) Is there a preference for single walled vs. double walled booth? A1) Single-Walled
Q2) What is the ceiling height in the host room? Is it a drop ceiling? If so, are there any mechanicals above the ceiling? A2) Ceiling Height is 107 inches. Yes, it is a drop ceiling with mechanicals above.
Q3) Is there a loading dock and/or parking lot to offload and stage material? A3) Yes employee parking lot and side entrance available for use but is on opposite side of the clinic from where host room is located.
Q4) Is the host room on the ground floor? If not, is there a freight and/or service elevator that can accommodate 9ft panels? A4) Host room is on Ground Floor.
Q5) Mechanical hookups eg. electrical, data, alarms, sprinklers, HVAC, etc are specialized installations and are normally handled by other 3rd party vendors. We can provide rough-ins with pull-conduit for simple installation once the mechanicals are run to where they re needed. We just want to set these expectations as the spec calls for mechanical hookups that aren t staffed by audio booth installers. Please confirm that s acceptable. A5) Yes will need to work with on-site BioMed and Facilities for final plan.
Q6) After reviewing the solicitation requirements, our technical team would like to conduct a site visit to gain a better understanding of the existing conditions and project requirements. This will help us prepare a more accurate and reliable solution that meets your needs. A6) Unfortunately, the Kalispell CBOC does not have the personnel available to host and support any site visits. Our mission partners at the CBOC have advised that adhering to the specifications and salient characteristics provided in the solicitation posting will be sufficient to fulfill the requirement.
