This is an INTENT TO SOLE SOURCE NOTICE only.
The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Lovell Government Services, the authorized federal distributor for Restorative Therapies equipment. Xcite Unit will be posted to contracting opportunities from 07/02/2026 through 07/17/2026 under NAICS 339113. The requirement is for the purchase and delivery of one (1) Restorative Therapies Xcite V2 Clinical Therapy Station and one (1) Xcite2 Expansion Pack, including installation, on-site training, manuals, and manufacturer s warranty, for the Southeast Louisiana Veterans Health Care System, 2400 Canal Street, New Orleans, Louisiana 70119. This procurement is to replace an existing Xcite therapy system that has reached the end of its service life and is utilized by Occupational Therapy and Physical Therapy clinicians in the treatment of veterans with neurological impairments requiring Functional Electrical Stimulation (FES) therapy. This action will result in a firm-fixed-price service contract. The period of performance shall be for September 12, 2026, to March 11, 2027. This notice of intent is not a request for quotations. However, interested parties may submit a capability statement demonstrating their ability to provide equipment that meets the Government s minimum requirements. Responses must clearly demonstrate the ability to furnish a product meeting all required salient characteristics, including compatibility with the Government s clinical requirements to kimberly.anderson6@va.gov When responding to this announcement, respondents should refer to number 36C25626Q1006, Notice of Intent Xcite Unit in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted.
If after July 17, 2026 @ 3pm CST, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Lovell Government Services.
The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
