AI Contract Overview
The Department of Veterans Affairs is conducting market research through a Sources Sought Notice to identify qualified vendors capable of supplying a portable, battery-powered Electro-Surgical Analyzer (Item #398A912) to support biomedical engineering needs across VISN 22 West facilities, primarily the Phoenix VA Health Care System and VA Long Beach Healthcare System. The equipment must meet stringent technical specifications, including a 0–500W power range, 0–6000mA current capability, 0–700V voltage range, 30–2.5MHz bandwidth, and a non-inductive load bank from 0–5115Ω, with integrated oscilloscope, onscreen power profile analysis, onboard automation and data capture, full-color interface, remote foot switch control for cut and coagulation, and compliance with IEC 60601-2-2 for all leakage current tests. Vendors are required to disclose their business size status under NAICS code 334516, with a 1,000-employee size standard, including whether they qualify as a small business, small disadvantaged business, 8(a) firm, HUBZone, woman-owned, veteran-owned, or service-disabled veteran-owned small business certified in VA’s VIP database, as the agency may set aside the subsequent solicitation under 38 U.S.C. §8127 if sufficient certified VOSB or SDVOSB sources are identified. Respondents must also indicate whether they are GSA/FSS contract holders, manufacturers or non-manufacturers with associated compliance declarations, and whether they supply end products of small business manufacturers, alongside their company contact details and DUNS number. Responses are due by April 29, 2026, 10:00 AM PT, via email to the designated Contract Specialist, Jasmine Pressley-Barnard, and are intended solely to inform future procurement decisions; this notice does not constitute a solicitation, offer, or commitment to award a contract, and any resulting solicitation will be issued separately on SAM.gov or GSA eBuy with independent response requirements. The place of performance is Phoenix, AZ, with no contract value, delivery schedule, FOB terms, payment details, or inspection criteria specified at this stage, as the document serves purely as a market research tool to assess vendor availability and socioeconomic participation potential.
