Solicitation # 36C24726R0123
The Department of Veterans Affairs, Ralph H. Johnson VA Medical Center, is soliciting proposals for a five-year Indefinite-Quantity contract to provide non-emergency ground wheelchair transportation services in Charleston, South Carolina. This requirement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and has an anticipated period of performance from December 1, 2026, to November 30, 2031. The contractor will be responsible for providing all personnel, ADA-compliant vehicles, and equipment to transport Veteran patients between VA facilities, community hospitals, and personal residences. The contract features a guaranteed minimum of $25,000 for the initial fiscal year and a total ceiling of $22,000,000. The pricing structure is based on a wheelchair load fee covering the first 25 one-way trip miles and 30 minutes of waiting at each end, with additional fees for mileage beyond that limit. Award will be based on the most advantageous offer, with technical experience in similar healthcare transportation services weighted as more important than price.
