STATEMENT OF WORK (SOW) Steam Sterilizer Replacement East Orange VA Medical Center 1. PURPOSE This Statement of Work (SOW) defines the requirements for the purchase, delivery, installation, testing, commissioning, deinstallation, and disposal of a replacement steam sterilizer system for the East Orange VA Medical Center. The contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, and coordination necessary to provide a fully operational sterilizer system that meets all performance requirements. 2. BACKGROUND The existing steam sterilizer has experienced repeated failures, including aborted cycles and equipment downtime, reducing Sterile Processing Service (SPS) throughput. A new sterilizer is required to restore reliable processing capability and support safe, compliant reprocessing of reusable medical devices. 3. SCOPE OF WORK The contractor shall: Deliver the sterilizer and all required accessories. Install and integrate the sterilizer into existing utilities and infrastructure. Perform functional testing, verification, and commissioning. Remove and stage the existing sterilizer for disposal. Dispose of decommissioned equipment in compliance with regulations. Provide operator orientation and installation documentation. 4. SALIENT CHARACTERISTICS The replacement sterilizer shall meet or exceed the following: Prevacuum steam sterilization capability suitable for high-throughput instrument processing. User interface with clear cycle visibility and operator prompts. Full accessory package including loading car, transfer carriage, docking system, and spare shelf. Support for cycle documentation, monitoring, and verification. 5. INSTALLATION REQUIREMENTS The contractor shall: Coordinate delivery with VA Logistics. Uncrate, position, secure, and level the sterilizer. Connect all utilities (steam, electrical, drain, air, controls). Conduct functional testing and system adjustments. Complete sterilizer cycle verification testing and provide results. Provide installation reports and as-installed documentation. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of RFO FAR 12. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
