The Department of Veterans Affairs is pursuing a sole-source firm fixed price contract under FAR 6.302-1 to procure specific Zebra Technologies barcode scanners—namely the DS3678-DP2F403VTNA wireless model, STB3678-C141E8NA cradle, and DS3608-DP20373VTNA wired model—for integration with the Censitrac Sterile Processing Instrument Tracking System across VISN 23 locations, with primary installation at the Minneapolis VA Health Care System. This action is justified by a sole source letter from Zebra Technologies confirming that Censis Technologies, Inc. is the only authorized vendor capable of supplying scanners certified for full compatibility with the Censitrac software, as no alternative equipment meets the system’s technical requirements. The procurement is classified under NAICS code 339112 for Electromedical and Electrotherapeutic Apparatus Manufacturing and PSC 6515 for Medical and Surgical Instruments, Equipment, and Supplies. While this is not a competitive solicitation, interested parties may submit a capability statement and completed Buy American Certificate to michael.wicht@va.gov by July 14, 2026, to demonstrate their ability to provide equivalent equipment, which the government will review solely to determine if competition is feasible. All submissions must reference “Response to Zebra Bar-code Scanners” in the subject line and no phone inquiries are permitted. The contracting office is the Network Contracting Office 23 based in Omaha, Nebraska, with Michael Wicht designated as the contracting specialist. No pricing, delivery schedule, packaging, inspection standards, or special contract requirements are detailed beyond the sole-source justification and submission instructions.
