The Department of Veterans Affairs, through Network Contracting Office 9, is seeking qualified vendors capable of supplying and fully implementing a turnkey solution for the replacement of steam sterilizers at the Lexington VA Medical Center’s Troy Bowling Campus. The request is for two Amsco 400 pre-vacuum steam sterilizers measuring 26x37.5x60 inches and one smaller 20x20x38 inch unit, all requiring installation, deinstallation of existing units, disposal of old equipment, and full validation. Vendors must ensure the new units meet strict VHA Directive 1116(2) compliance, fit precisely within existing space and utility constraints, and support ongoing Sterile Processing operations with minimal disruption, allowing no more than one sterilizer to be out of service at a time except for brief periods under three days. The solution includes external loading and transfer carriages for the larger units, steam condensate sampling systems, built-in filters, stainless steel paneling for wall compliance, and internal racks meeting specified capacities. All equipment must be delivered and installed without on-site storage, with the entire package—unboxing, setup, training, and debris removal—completed by the vendor in one integrated effort. The vendor must provide a one-year warranty covering all maintenance and malfunctions following installation and ensure uninterrupted sterile processing operations by maintaining ICRA barriers, preserving all existing sensors and access panels, and ensuring the finished space is fully compliant with cleaning and disinfection standards. Extensive training is required for approximately 35 staff members, including on-site education specialist support during installation. Delivery and installation must occur within 10 to 12 weeks of any future award, with no exceptions for storage. Respondents must demonstrate capability to meet or exceed technical specifications, confirm compliance with the Buy American Act and RFO 25.1, and provide proof of authorization if not the original equipment manufacturer. The response deadline is July 21, 2026, and all submissions must be sent via email to the designated point of contact. This sources sought notice is purely informational, does not obligate the government to issue a solicitation, and no compensation will be provided for responses.

Notice of Intent to Sole Source - Police Training Stress Vest Training SystemThe Department of Veterans Affairs, Network Contracting Office 9, intends to award a sole source, firm-fixed price contract to Setcan Corporation of Winnipeg, Manitoba, Canada, for the Police Training Stress Vest Training System under FAR Overhaul 12.102(a). The system, designed for law enforcement and military training, uses infrared laser technology to deliver non-projectile, safe stress-inducing feedback—vibration or localized shock—to trainees wearing specialized vests when struck by laser-enabled training firearms, eliminating the risks associated with airsoft or projectile-based systems. The equipment includes controllers, belts, transmitters, laser pistols, training rifles, sound systems, and cameras, and will be deployed across the Tennessee Valley Healthcare System and its Community Based Outpatient Clinics in Nashville, Tennessee. Market research confirms Setcan as the sole manufacturer with no authorized distributors or competing alternatives available, and the product meets the specific training needs that existing systems cannot fulfill due to lack of portability or excessive safety risks. The contract is expected to be awarded by July 28, 2026, with a performance period of 120 days. The procurement falls under NAICS code 339999 for All Other Miscellaneous Manufacturing and PSC 6930 for Operation Training Devices, and is targeted toward a small business as defined by the SBA with a 550-employee size standard. Interested parties may submit written responses by email to Contracting Specialist Ryan Mick no later than 10:00 AM Eastern Time on July 28, 2026, but only those registered in SAM and able to provide an authorized distributor letter from Setcan will be considered. The notice is not a solicitation, and the government reserves the sole discretion to proceed without competition based on received responses; any costs incurred by responders are not reimbursable, and all submissions will not be returned. Responses must clearly demonstrate technical capability and supply chain authorization to meet the specified requirements.
