AI Contract Overview
The Department of Veterans Affairs, through the Tomah VA Medical Center, is conducting market research via a Request for Information (RFI) to identify qualified vendors capable of supplying materials used in the fabrication of custom orthotic insoles. The materials requested include orthotic blanks in various sizes and firmness levels, cork and EVA components, Plastazote and Poron laminates, top-cover sheets in multiple colors and types including X-Static, and die-cut tape insoles, all intended for replenishing inventory used in clinical orthotic fabrication. The acquisition is aligned with NAICS code 339113 and PSC 6515, targeting suppliers who can provide these medical-grade components with documented specifications, manufacturer details, country of origin, and reliable lead times. While the RFI does not obligate the government to award a contract, it strongly encourages responses from vendors holding existing government contracts such as VA FSS 65 II A or GSA MAS and seeks information on socioeconomic classifications including VOSB, SDVOSB, and Small Business status. Vendors are required to confirm their SAM.gov registration, provide non-binding pricing estimates, indicate availability of alternative materials meeting equivalent performance standards, and specify minimum order quantities. All responses must be submitted electronically to Stacy.Massey@va.gov by May 13, 2026, with a clearly defined subject line. The contracting office is located in Milwaukee, Wisconsin, but deliveries, if any future contract is awarded, would be performed at the Tomah VA Medical Center in Wisconsin. The government seeks detailed technical documentation for all products, including product sheets and certification of medical compliance, but does not specify packaging, marking, or barcoding standards, nor does it define FOB terms or invoicing procedures. No formal evaluation factors or award criteria exist since this is strictly for market assessment, and the response will inform future procurement strategy. Vendors are advised that participation does not guarantee further action, and no reimbursement is provided for response preparation. The focus is on gaining visibility into supplier capacity, pricing trends, and availability across federal contract vehicles to support future sourcing decisions for essential orthotic supplies.
