The Department of Veterans Affairs, Louis Stokes VA Medical Center, plans to award a sole source contract to Joerns LLC for the provision of Dolphin fluid immersion simulation V-Matt Systems, which are specialty therapeutic beds designed to redistribute body pressures and mimic a fluid surface through air cells. This technology addresses critical needs for veterans with limited mobility by controlling microclimate and reducing risks related to skin integrity, such as pressure injuries, friction, and sheering, particularly in treating stage 3 and stage 4 pressure ulcers. The contract will cover a base year plus four option years and will be executed under Joerns’ existing GSA FSS Contract. This action is being undertaken under limited source justification as outlined in FAR 8.405-6(b)(1), due to proprietary technology and compatibility requirements unique to this product. Although the notice is not a solicitation for competitive proposals, other capable sources are invited to submit capability statements or proposals by the specified deadline for consideration. The contract falls under NAICS code 532490 for equipment rental and leasing services. The contracting office is the 250-NETWORK Contract Office 10 based in Dayton, OH, with Tanesha Reese as the point of contact. Responses must be submitted by December 22, 2022, and the government retains discretion on whether to compete based on any responses received.

SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Dolphin fluid Immersion Simulation V-Matt Systems The Department of Veterans Affairs, Louis Stokes VA Medical Center, 10701 East Blvd, Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b)(1), Limited sources justification and approval based on proprietary issues and compatibility requirements. The NAICS 532490 other commercial and Industrial Machinery and Equipment Rental and Leasing. The VA intends to solicit and negotiate with Joern s, for 1 base year plus four (4) options years contract Joerns LLC via GSA FSS Contract 36F79721D0022. Will sole source to Joern s vendor based upon Fluid immersion surfaces (Dolphin) provides these therapeutic needs by redistributing body pressures over a larger surface area by allowing the patient to penetrate or sink into the support surface. This mimics a fluid surface using air cells. The air flow also allows for microclimate control, which is a constant battle in the veteran population as patients mobility is greatly decreased. Even with routine turning protocols sweating occurs, and this moisture decreases skin integrity. Once skin integrity is compromised, there is increased risk for friction and sheering, as well as pressure released skin breakdown. Fluid immersion surfaces are the gold standard that should be considered when treating stage 3 and stage 4 pressure injuries. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it can meet the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before 12/22/2022 at 12 pm est. by email to contact@example.gov Point of contact for this notice is Tanesha Reese, contact@example.gov Contracting Office Address: VHA Healthcare Systems, 6150 Oak Tree Blvd, Suite 300 Independence, OH 44131
