The Department of Veterans Affairs, Louis Stokes Cleveland Medical Center (CLE VAMC) plans to procure a Hemodialysis Crit Line CLiC Device exclusively from Fresenius Medical Care North America under a sole source justification pursuant to FAR 13.106(b)(1)(i). This decision is based on the determination that only one source is reasonably available to supply a device compatible with the existing 40 2008T HD Sys. BigBag Blue Star systems currently utilized at the facility. The CLiC device is essential for monitoring critical patient parameters such as hematocrit levels, oxygen saturation, and changes in blood volume during hemodialysis by using a sensor that analyzes light transmission through the blood chamber. Interested parties other than Fresenius Medical Care may submit their expressions of interest and capabilities by the deadline of February 3, 2023, at 5 PM EST. Such submissions will help the VA assess whether to open the procurement to competition, though the government reserves the discretion to proceed with the sole source procurement. All inquiries should be directed to Rachelle Hamer via email, referencing the solicitation number 36C25023Q0288. The procurement falls under NAICS code 334510, with a small business size standard of 1,000 employees, and no solicitation is currently available.
