The Department of Veterans Affairs, specifically the Durham VA Medical Center under VISN 06, is pursuing a single source award for the procurement of a Sun Nuclear IC Profiler and associated accessories. With an estimated value of approximately 45,190.00 to 47,111.00 dollars, this equipment is essential for the Radiation Oncology department to ensure the precise measurement of linear accelerator profile data and wedge positions. This accuracy is critical for modulating beam intensity to protect healthy organs while delivering precise radiation doses to tumors. The procurement is justified under FAR 13.106-1 because the Sun Nuclear IC Profiler is the industry standard and the only device capable of providing real-time measurements across 251 chambers. Extensive market research was conducted, including a sources sought notice issued to potential SDVOSB vendors and searches of the NAC MedSurg catalog, ECAT, and GSA Advantage, all of which failed to identify a viable alternative. Sun Nuclear has further confirmed they have no other resellers or partnerships, making them the sole source capable of meeting the technical requirements for this acquisition.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C246-20-AP-4435 Contracting Activity: Department of Veterans Affairs, VISN 06, Durham VA Medical Center. NCO 06/RPO East, PR # 558-20-4-122-0172. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Estimated Amount $45,190.00 Radiation Oncology is using advanced treatment procedures to improve patient treatment. The linear accelerators that deliver radiation are required to be functioning very precisely in order to ensure the treatment for our veterans is accurate. The Sun Nuclear IC Profiler will allow the precise measurements of accelerator profile data and wedge positions in order to verify and ensure accuracy of the energies of the linear accelerators and the dynamic wedge system which helps modulate the intensity of the beam to help reduce dose to unnecessary organs and deliver accurate dose to the tumor. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Profiler allows for dose measurements in real time for symmetry and flatness and to capture the baseline profile for dynamic wedges. The Sun Nuclear profiler is the industry standard and used by Varian for the linear accelerator to capture baseline profiles for dynamic wedges. No other equipment allows for real time measurement of all points simultaneously or in more than 5 chambers. The profiler measures at multiple angles and with 251 chambers. Description of market research conducted and results or statement why it was not conducted: VIP searched and found 8 potential SDVOSBs. A sources sought was issued on 7/30/2020 and closed on 8/5/2020. The sources sought notice was issued to VIP SDVOSB findings, FBO, and GSA ebuy. There were no interested parties able to provide the equipment requested. NAC MedSurg catalog, ECAT, Mandatory Source listing website, and GSA Advantage were reviewed and searched with no products able to satisfy the procuring service s needs. Correspondence was issued to Sun Nuclear requesting information on SD/VOSB partnerships and they replied they have no partnerships or resellers of their product. The IC Profiler and its accessories shall be procured through Sun Nuclear. Historical pricing will be used to determine fair and reasonable pricing. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. ____________________________ ________________________ Isaac Hernandez Keeshia Newman Contract Specialist Branch Chief-Supervisor
