The Department of Veterans Affairs, specifically the James A. Haley Veterans Hospital in Tampa, Florida, intends to negotiate a sole source contract with Veterans Healthcare Supply Solutions, Inc. for the procurement of the Essenz Perfusion System manufactured by LivaNova USA Inc. This acquisition is designated as a Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 334510. The procurement includes a comprehensive list of components such as the base unit, control units, sensors, and a connected installation package. The total value is expected to remain below the 7.5 million dollar threshold for simplified procedures for certain commercial products and services. The justification for the sole source award is based on the fact that the Essenz Perfusion System is the only non-obsolete system compatible with the SORIN S5 H-L Machines currently utilized in the hospital's open-heart surgical and cath lab procedures. Veterans Healthcare Supply Solutions, Inc. is the exclusive authorized distributor for LivaNova USA Inc. and the only authorized SDVOSB entity for these products. Utilizing this system ensures a seamless transition for medical staff, reduces the need for extensive additional training, and prevents interruptions in life-sustaining services for veterans.
