AI Contract Overview
The Department of Veterans Affairs plans to award a sole source, Firm-Fixed Price contract to Lovell Government Services for the procurement of the ONWARD ARC-EX System Professional for the Minneapolis VA Medical Center. This medical device, which includes 40 active and 40 return electrodes, is specialized for rehabilitating individuals with chronic cervical spinal cord injuries by providing FDA-cleared non-invasive electrical stimulation to restore hand and arm function. Due to its unique status as the first FDA-approved device of its kind, no other suppliers or devices can meet the specific requirements, justifying the sole source award under simplified acquisition procedures. Market research confirmed that Lovell Government Services is the only authorized distributor for the system, supported by the existence of an applicable Federal Supply Schedule contract. Although this is not a request for competitive proposals, interested parties meeting the qualifications may submit capability statements including their SAM registration details and distributor authorization by the specified deadline of June 8, 2026, at 12:00 PM Central Time. Responses are to be emailed directly to the contracting officer, Alisha Milander, and will be used for market research purposes, with the Government retaining sole discretion over whether to compete the award.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

It uses transcutaneous (through-the-skin) electrical stimulation applied to the cervical spinal cord, intended for use in combination with rehabilitation exercises.
