The Department of Veterans Affairs Cleveland Medical Center intends to procure portable dialysis systems through a sole source acquisition, citing that only one source is reasonably available under FAR 13.106(b)(1)(i). The planned solicitation and negotiation will be conducted exclusively with Mar Cor, located in Plymouth, MN, the current supplier of the portable Millennium HX (MHX) reverse osmosis systems used for inpatient hemodialysis water purification at the Cleveland VAMC. The new system being sought is the EON RO, an upgraded version of the MHX, featuring selectable product flow and recovery rates, Heat Forward technology for hot water disinfection eliminating chemical use, the ability to operate at low inlet pressures to prevent shutdown, and an integrated Endotoxin filter for enhanced patient safety. The enhancements also include both hardware and software improvements aimed at increasing efficiency and ease of use. Interested parties other than Mar Cor were invited to express their interest and demonstrate their capability to meet this requirement by March 30, 2022, 5 PM EST, although there is no current solicitation available. SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Portable Dialysis System The Department of Veterans Affairs Cleveland Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 334510 with a small business size standard of 1,250. The VA intends to solicit and negotiate with Mar Cor, 14550 28th Avenue North, Plymouth, MN 55447 for portable dialysis systems. Inpatient hemodialysis at the Cleveland VAMC currently uses MAR COR portable Millennium HX (MHX) RO s as the water systems that support hemodialysis treatments. These RO (Reverse Osmosis) water purification systems are required to produce safe, high-quality medical water for life sustaining hemodialysis treatments. The EON RO is the new version of the MHX. - In addition, the EON has the following upgrades: EON has selectable product flow rates as well as selectable recovery rates at the push of a button. This allows you to dial in flows based on your patient requirements and your feed water quality making it the most green machine on the market. EON has Heat Forward technology. This feature sends hot water from the RO to the Dialysis machine to disinfect the inlet line eliminating the need for chemical disinfection. EON will run on as little as 5psi. This capability prevents RO shutdown when the inlet water has low PSI. EON has a built in Endotoxin filter(similar to a diasafe filter on the dialysis machine) for added protection. There are both hardware and software changes to make the machine more efficient and easier to use. Other persons may identify their interest and capability to respond to this requirement by Wednesday, March 30, 2022 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. - All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation is available at this time. All inquiries must be submitted by email to Rachelle Hamer at contact@example.gov. Enter RFQ 36C25022Q0450| Portable Dialysis System in the email subject line.
