6515--Purchase and Delivery of Noninvasive Cardiac Output Monitoring System

The Department of Veterans Affairs, Network Contracting Office 16, is soliciting offers for a firm-fixed-price contract to deliver, install, calibrate, validate, and provide staff training for one Starling CMMST5 Noninvasive Cardiac Output Monitoring System to the Central Arkansas Veterans Hospital in North Little Rock, Arkansas. All offerors must maintain an active registration in SAM.gov and, if pursuing set-aside status, must be certified as a Service-Disabled Veteran-Owned Small Business (SDVOSB) through the SBA VetCert program. Proposals must be submitted via email to t.miller@va.gov with the exact subject line “36C25626Q0811 - Noninvasive Cardiac Output Monitoring System” by 3:00 p.m. CST on May 27, 2026. The contract requires the delivery of the monitoring unit, sensors, roll stand, passive leg raise lift, software, user manuals, installation report, training documentation, and warranty paperwork, with full performance including delivery, installation, and training to be completed within 60 days of the award, starting June 5, 2026, and ending August 5, 2026. Delivery is FOB destination to the specified VA facility, and inspection and acceptance occur upon delivery. Evaluation of proposals will be based on three factors in order of importance: Technical Capability, Price, and Delivery Schedule, using a trade-off methodology rather than Lowest Price Technically Acceptable. Technical proposals must demonstrate full compliance with the Statement of Work, including meeting all minimum salient characteristics and adhering to a “Brand Name or Equal” standard. Pricing must be reasonable, complete, and fair, while delivery schedules must be submitted in a written statement not exceeding two pages. Offerors must submit three separate volumes: Technical Capability, Pricing, and Delivery Schedule, with failure to submit all volumes resulting in a non-responsive offer. The contract includes an option for increased quantity under FAR 52.217-6, and all deliverables become U.S. Government property with unlimited rights. Invoicing must be submitted electronically through the VA EIPP system using X12 EDI standards, and payments will be processed via FSC e-Invoice.
